Training: Updating Client Income

We want to make sure HMIS accurately reflects clients’ incomes and that includes making updates whenever their income changes - including receiving Cost of Living Adjustments for benefits like SSI and SSDI. Not only does updating client income make our system more accurate, it also improves our performance on the federal System Performance Measures report.

ICA’s Belle Delacruz-Lysell will provide a training to on how best to record client income changes in HMIS.

Point in Time and Housing Inventory Count

Missouri will conduct the Point in Time (PIT) and Housing Inventory Count (HIC) on the night of January 22, 2025 (Wednesday night into Thursday). These federal reports are designed to assess the total number of clients experiencing homelessness on a single night and the total number of beds available to serve those clients.

The PIT consists of a Sheltered and Unsheltered count. The Sheltered PIT focuses on clients staying in Emergency Shelter, Safe Havens, and Transitional Housing. The Unsheltered PIT focuses on clients staying on the streets, in their car, or in any place not meant for habitation.

The HIC looks at beds available in temporary residential settings (Emergency Shelter, Safe Haven, and Transitional Housing) and permanent housing settings (Rapid ReHousing, Permanent Supportive Housing, and Other Permanent Housing).

Both the PIT and HIC collect data from agencies that participate in HMIS as well as those that do not participate in HMIS.

ICA will facilitate the Sheltered PIT and HIC. Your CoCs will facilitate the Unsheltered PIT.

FY24 LSA Submission Deadline

HUD has announced that the submission period for the Longitudinal Systems Analysis (LSA) federal report begins on November 4 and will close on January 9, 2025. This report looks at data for Fiscal Year 2024 and is an export directly from HMIS. The LSA submission process includes an iterative data quality process directly with HUD.

 As HMIS Lead, ICA will export and upload this report to HUD and lead the data quality process. As HMIS participating agencies, we ask that you work with your System Administrators on your projects’ data quality, and respond to requests for information during the report submission process.

How do we prepare for the Sheltered PIT and HIC Count?

The second part is the Project Information and Bed Inventory for all projects. This includes information on your project, organization, location, funding, and beds available.

  • Run the ES/SH/TH Persons Served Report or the RRH/PSH/OPH Persons Served Report, depending on your project type. By running it now, you will be able to check the data quality of those clients currently enrolled in your project, ensure all clients are properly enrolled in HMIS, and will simplify the data quality process following PIT night. This does not need to be submitted to ICA.

  • Register to attend a live training webinar to go over the process and have your questions answered. See below for details.

  • Ensure your project is prepared to collect all necessary information before the night of the PIT and HIC and prepare to work with your System Administrator following PIT night on reviewing your Persons Served and Project Information and Bed Inventory data.

Extended FY2023 PIT and HIC HDX 2.0 Submission Deadline

As of May 2nd, HUD extended the deadline for PIT and HIC submission until May 10th.

HDX 2.0 is set to close today for submitting the federal Point in Time (PIT) and Housing Inventory Count (HIC). ICA works with the CoC to submit these reports through HDX 2.0.

HUD has announced that the submission period for the PIT and HIC federal report begins on March 18 and will close on April 30, 2024.

The PIT and HIC is an annual event that allows our communities to take stock of all persons experiencing homelessness on a single night as well as the residential space available for members of the community who are experiencing homelessness. In 2024, the PIT and HIC were conducted on the night of Wednesday, January 24, 2024.

PIT data consists of counts and demographic information on persons experiencing homelessness. HIC data consists of project information, including location, funding sources, and bed inventory, as well as an overall count of persons served on the night of the count.

As HMIS Lead, ICA oversees the Sheltered Point in Time and the Housing Inventory Count. This entails working with agencies who participate in HMIS and those who do not to ensure the submitted data is complete and accurate, and all data quality issues are addressed. ICA Reporting Team aggregates the data across all HMIS and non-HMIS projects and prepares preliminary reports for CoC approval before final submission.

CoCs coordinate the Unsheltered PIT, with ICA providing the data portal and aggregation.
