HUD has announced that the submission period for the Point in Time (PIT) and Housing Inventory Count (HIC) federal report will open on May 13, 2025 and close on June 13, 2025.
The Point-in-Time (PIT) count is a one-time census of all persons experiencing homelessness and includes demographics on all persons served on the night of the count. These data are submitted to HUD and used for decisions about federal and local funding and strategic planning.
The Housing Inventory Count (HIC) is a one-time snapshot of all beds and units available to persons experiencing homelessness and in housing programs. These data are submitted to HUD and used for decisions about federal and local funding and strategic planning.

Today is the deadline for submitting the federal System Performance Measures. ICA works with the CoC to submit these reports through HDX 2.0.

HUD has announced that the submission period for the System Performance Measures (SPM) federal report will close on April 11, 2025.
The SPMs are a series of outcome measures that evaluate CoC-wide performance for a year. This report looks at data for Fiscal Year 2024 and is pulled directly from HMIS.
As HMIS Lead, ICA runs these reports and presents preliminary data to the community before submitting. HUD allows the option for communities to resubmit data from the previous year. The preliminary data ICA presents includes a comparison of the data submitted for FY2023 and the resubmitted data for FY2023.
HMIS participating agencies have already completed data quality cleanup as part of LSA preparations.

We want to make sure HMIS accurately reflects clients’ incomes and that includes making updates whenever their income changes - including receiving Cost of Living Adjustments for benefits like SSI and SSDI. Not only does updating client income make our system more accurate, it also improves our performance on the federal System Performance Measures report.
ICA’s Belle Delacruz-Lysell will provide a training to on how best to record client income changes in HMIS.

Missouri will conduct the Point in Time (PIT) and Housing Inventory Count (HIC) on the night of January 22, 2025 (Wednesday night into Thursday). These federal reports are designed to assess the total number of clients experiencing homelessness on a single night and the total number of beds available to serve those clients.
The PIT consists of a Sheltered and Unsheltered count. The Sheltered PIT focuses on clients staying in Emergency Shelter, Safe Havens, and Transitional Housing. The Unsheltered PIT focuses on clients staying on the streets, in their car, or in any place not meant for habitation.
The HIC looks at beds available in temporary residential settings (Emergency Shelter, Safe Haven, and Transitional Housing) and permanent housing settings (Rapid ReHousing, Permanent Supportive Housing, and Other Permanent Housing).
Both the PIT and HIC collect data from agencies that participate in HMIS as well as those that do not participate in HMIS.
ICA will facilitate the Sheltered PIT and HIC. Your CoCs will facilitate the Unsheltered PIT.

As HMIS Lead, ICA will export and upload this report to HUD and lead the data quality process. As HMIS participating agencies, we ask that you work with your System Administrators on your projects’ data quality, and respond to requests for information during the report submission process.
