WI Balance of State CoC - CoC Grant Specialist

The Wisconsin Balance of State Continuum of Care (WIBOSCOC) was organized to provide leadership to local continua of care that exist in all counties of Wisconsin except for Dane, Milwaukee, and Racine counties.

As part of its implementation of the HEARTH Act, the federal Department of Housing and Urban Development (HUD) requires every CoC to ensure efficient and effective delivery of housing and supportive services to households experiencing homelessness. This includes monitoring and evaluation. Additionally, as a direct recipient of state and federal funds, the WIBOSCOC is required to comply with federal and state grant requirements and assure sub-recipients are also compliant. The CoC Grant Specialist will oversee grant compliance and programmatic reporting requirements on assigned grants and contracts for the WIBOSCOC. This includes, but is not limited to contract development, the reimbursement process, source documentation approval, monitoring, and training. The CoC Grant Specialist will collaborate with the rest of the CoC Staff team to identify and to address areas of concern and improvement.

The CoC Grant Specialist is responsible for the following services:

1. Assist with the development of grant applications, budgets, contract requirements, sub-agreements and contracts, grant reporting, monitoring/audit responses and other grant-related activities, including grant renewals

2. Monitor match and leverage for each grant by maintaining MOUs or other documentations, collecting monthly reports from sub-recipients and other entities, and providing needed information for accounting purposes

3. Verify and approve monthly reimbursement requests including allowable expenses, source documentation, match obligations and budget amendment requests

4. Coordinate training and technical assistance for project performance and spending

5. Ensure program standards reflect current HUD rules and guidance, ensuring agencies have implemented WIBOSCOC standards and policies

6. Assist the Monitoring and Compliance Manager with additional monitoring (onsite and desk) associated with state and federal funds

7. Provide end of grant reporting to State and Federal Funders

8. Participate in Balance of State CoC special projects and initiatives, including but not limited to coalition support, CoC-wide committee support, and CoC annual conference.

9. Other duties as assigned

Qualifications:

  • Minimum of a Bachelor’s degree in a relevant area, or an equivalent combination of education and experience sufficient to perform the essential duties of the position

  • Experience with HUD funded grant programs and/or administrative support preferred

  • Working knowledge of grant funding policies and procedures and applicable state and federal regulations

  • Ability to work independently while also working with a team

  • Demonstrated effectiveness building relationships and establishing trust

  • General computer skills, including understanding of Microsoft applications, including Excel and Google Docs

  • Detail oriented with excellent written and verbal communication skills

  • Ability to summarize and communicate complex information to a varied audience

  • Organizational, planning, and coordination skills

  • Ability to be a problem solver and solution generator

  • Comfortable taking initiative and leading

  • People with lived experience of homelessness strongly encouraged to apply

  • Ability to travel, including but not limited to overnight stays in Wisconsin and attending national conferences

  • Must have a valid driver’s license, have adequate vehicle insurance, and reliable transportation

Supervision:

This full-time position will report to the Monitoring & Compliance Manager and does not directly supervise any staff. This position is a fully remote position.

Compensation and Benefits:

All CoC staff are employees of the Institute for Community Alliances (ICA) as the employer of record for the WI Balance of State CoC. Compensation and benefits are provided by ICA. The starting salary for this position is $55,000 - $60,000 per year with benefits and travel reimbursement.
