Missouri - HMIS Code Blue Coordinator

POSITION SUMMARY

The Institute for Community Alliances (ICA) is nonprofit organization and a national leader in the administration of Homeless Management Information Systems (HMIS). ICA has administered HMIS for the St. Louis City Continuum of Care (CoC) since 2016. The HMIS is a web-based database used by over 170 projects across the CoC, such as emergency shelters and housing providers, to collect data on households experiencing or at risk of homelessness. HMIS is used to report to funders, evaluate and inform community- and state-wide responses to homelessness, connect people experiencing homelessness with housing and services, and support research and advocacy efforts.

HMIS Code Blue Coordinator will be a full-time Contract Position from November 2026 – March 2027. The Coordinator will be the Project Lead for the HMIS Code Blue Project and will oversee the HMIS Navigators that will be working directly with the emergency shelters within the St. Louis City CoC. This position will require some evening work.

ESSENTIAL JOB FUNCTIONS

HMIS Navigation

  • Coordinate and oversee the work of part-time HMIS Navigators during the 2027 Code Blue season, including scheduling and deployment to activated winter seasonal and “pop-up” emergency shelters throughout the St. Louis CoC.

  • Work with HMIS Navigators and participating shelters to ensure all HMIS-eligible winter seasonal and “pop-up” emergency shelter programs and clients are appropriately enrolled and documented in HMIS.

  • Develop and maintain consistent HMIS data collection, data entry, and data quality review workflows for participating Code Blue shelters, assisting the data analyst, STL Manager and system administrators as needed.

  • Help provide hands-on training, technical assistance, and ongoing support to HMIS Navigators and shelter HMIS end users regarding required data collection and established workflows.

  • Monitor the timely completion, accuracy, and completeness of required client-level and shelter utilization data following each Code Blue activation.

  • Conduct data entry and data quality assurance activities for participating winter seasonal and “pop-up” emergency shelter programs and work with Navigators and shelter staff to resolve identified data issues.

  • Coordinate with ICA leadership regarding shelter coverage, data collection progress, data quality concerns, and operational issues that could affect Code Blue reporting and analysis.

  • Ensure data collection is completed timely following each activation to support next-day shelter utilization reporting and ongoing Code Blue dashboard development and analysis.

  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS AND REQUIREMENTS

Demonstrated Skills

  • Attention to detail and accuracy

  • Provide technical support to individuals with varying levels of technical knowledge

  • Can collaborate with team members, including with remote staff

  • Ability to work effectively and professionally with people from diverse backgrounds

Required Background/Knowledge

  • Knowledge of basic office equipment and technology; excellent computer skills

  • Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, etc.)

  • Proficient use of inter- and intra-office communication tools such as email, video conferencing, teleconferencing, Zoom, and similar tools

Preferred Background/Knowledge

  • Experience as an HMIS end user in the St. Louis CoC’s HMIS System

  • Experience using or helping others use databases and/or similar tools

  • Experience training and/or teaching with attention to adult learning modalities

  • Understand the evolving role of data and its importance to efforts to end social problems

Experience and Education

  • Minimum of one year experience HMIS data entry and data quality review

  • Minimum of one year experience with working in a position that has a lot of autonomy.

  • This position will be traveling to and from emergency shelter locations within the CoC.
