POSITION SUMMARY
The Institute for Community Alliances (ICA) is nonprofit organization and a national leader in the administration of Homeless Management Information Systems (HMIS). ICA has administered HMIS for the St. Louis City Continuum of Care (CoC) since 2016. The HMIS is a web-based database used by over 170 projects across the CoC, such as emergency shelters and housing providers, to collect data on households experiencing or at risk of homelessness. HMIS is used to report to funders, evaluate and inform community- and state-wide responses to homelessness, connect people experiencing homelessness with housing and services, and support research and advocacy efforts.
HMIS Navigators will work directly with the emergency shelters within the St. Louis City CoC. They will be assisting to ensure HMIS enrollment, data entry, and data quality. They will travel between shelters and provide on-site assistance during the evening hours.
ESSENTIAL JOB FUNCTIONS
HMIS Navigation
Work with the HMIS System Administrators to enroll all HMIS eligible emergency shelter programs serving within the CoC.
Work with the Code Blue emergency shelter programs to obtain any hard copy data forms they have completed by shelter volunteers and staff and responsible for entering this data into HMIS nightly.
Stay on site and do direct data collection for any additional households.
Provide hands-on training and technical assistance to any HMIS end user identified at a Code Blue shelter
Responsible for entering all nightly data collected into HMIS
Perform data quality review on all Code Blue emergency shelter projects and responsible for data corrections
Perform other duties as assigned.
MINIMUM QUALIFICATIONS AND REQUIREMENTS
Demonstrated Skills
Attention to detail and accuracy
Provide technical support to individuals with varying levels of technical knowledge
Can collaborate with team members, including with remote staff
Ability to work effectively and professionally with people from diverse backgrounds
Required Background/Knowledge
Knowledge of basic office equipment and technology; excellent computer skills
Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, etc.)
Proficient use of inter- and intra-office communication tools such as email, video conferencing, teleconferencing, Zoom, and similar tools
Preferred Background/Knowledge
Experience as an HMIS end user in the St. Louis CoC’s HMIS System
Experience using or helping others use databases and/or similar tools
Experience training and/or teaching with attention to adult learning modalities
Understand the evolving role of data and its importance to efforts to end social problems
Experience and Education
Minimum of one year experience HMIS data entry and data quality review
Minimum of one year experience with working in a position that has a lot of autonomy.
