WI Balance of State Coc CoC - CoC Homeless Systems Specialist
The Wisconsin Balance of State Continuum of Care (WIBOSCOC) was organized to provide leadership to local continua of care that exist in all counties of Wisconsin except for Dane, Milwaukee, and Racine counties.
As part of its implementation of the HEARTH Act, the federal Department of Housing and Urban Development (HUD) requires every CoC to ensure efficient and effective delivery of housing and supportive services to households experiencing homelessness. This includes the implementation of a CoC-wide Coordinated Entry System. Additionally, the CoC is a direct recipient of HUD funds to support coordinated entry, youth system navigation, and rapid rehousing for those fleeing or attempting to flee violence. The CoC is also the recipient of other state and foundation grants. This includes being selected to receive Bezos Day 1 Family Funds to address family homelessness over the next five years, an advocacy grant, and HOME ARP funds to support coordinated entry efforts. The CoC Homeless System Specialist will help support local coalitions, develop relationships with providers, and review homeless system programming at a homeless coalition level within the WIBOSCOC. This includes, but is not limited to program support and development, training, and technical assistance. The CoC Homeless System Specialist will collaborate with the rest of the CoC Staff team to identify and to address areas of concern and improvement.
Essential Job Functions
1. Help support the Wisconsin Balance of State local homeless coalitions in their efforts to end homelessness. This includes, but is not limited to, identifying barriers that homeless households face in attaining services and working with the local homeless coalition partners to address these barriers.
2. Assist with the implementation of local homeless coalition governing documents, action plans, after hours plans; work on equity, advocacy, and anti-criminalization activities; and development of coalition structure and supports.
3. Assist with the expansion of CoC-level partnerships across various systems of care, help identify new partners, draft agreements, discuss CoC and coalition involvement, point-in-time support, and increase coordinated entry access points
4. Work on requests for CoC-level letters of support, verifying participation, and conducting follow-up on agreements supporting those letters of support
5. Regularly review the Housing Inventory Chart (HIC) with local homeless coalitions to ensure an accurate inventory of those providing shelter or housing to those experiencing homelessness
6. Coordinate training and technical assistance where needed
7. Other duties as assigned
Minimum Qualifications and Requirements
• Minimum of a Bachelor’s degree in a relevant area, or an equivalent combination of education and experience sufficient to perform the essential duties of the position
• Demonstrated effectiveness building and maintaining relationships and establishing trust
• Ability to work independently and collaboratively on a team
• General computer skills, including understanding of Microsoft and Google applications
• Detail oriented with excellent written and verbal communication skills
• Ability to work effectively and professionally with people from diverse backgrounds
• Organizational, planning, and coordination skills
• Comfortable taking initiative, be a problem solver and solution generator
• Ability to learn quickly, handle multiple tasks simultaneously, anticipate and meet established deadlines, and regularly produce high quality work products in a deadline- driven environment
• People with lived experience of homelessness strongly encouraged to apply
• Ability to travel, including but not limited to overnight stays in Wisconsin and attending national conferences
• Experience with coordinated entry, HUD funded grant programs, and HMIS preferred
• Must have a valid driver’s license and have or get vehicle insurance
Supervision:
This full-time position will report to the Homeless Systems Manager and does not directly supervise any staff. This position is a fully remote position. The expectation is that the person will reside in Wisconsin or within 30 miles of the border.
Compensation and Benefits:
All CoC staff are employees of the Institute for Community Alliances (ICA) as the employer of record for the WI Balance of State CoC. Compensation and benefits are provided by ICA. The starting salary for this position is $50,000 - $55,000 per year with benefits and travel reimbursement.
